Port of Vancouver Senior Occupational Health & Safety (OHS) Coordinator in Vancouver, British Columbia

The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The Senior Occupational Health & Safety (OHS) Coordinator is a member of and works closely with the Health & Safety team to meet the VFPA’s occupational health and safety commitment, objectives and responsibilities. The role supports the development and maintenance of the Occupational Health and Safety Program, Hazard Prevention Program and supports the Contractor Safety Management Program and incident management for the Maintenance & Canada Place Facilities (M&CPF) department. The position provides support and advice to the M&CPF department in relation to health and safety requirements and best practice. The Senior Coordinator works closely with the Safety & Emergency Management team to ensure compliance with broader corporate initiatives and programming.

The short-term focus will be on gap analysis with the HS program relative to the M&CPF department, understanding the challenges the teams face in their working environment, understanding the organizational HS program and objectives and developing and maintaining working relationships with the M&CPF department.

What you do:

Occupational Health and Safety Program Management

  • Work closely with health and safety subjectmatter experts to ensure appropriate compliance with the overall safety programand regulatory requirements by supporting implementation of safety initiatives

  • Support the coordination of the hazardprevention program, risk assessments, risk mitigation activities, training andeducation program enhancements and related updates

  • Support the annual departmental safety plans,with a focus on leading indicator activities, meeting facilitation and activitytracking

  • Maintains and administers the hazardprevention program for M&CPF, including review on a regularly scheduledcycle for compliance

  • Provide consultation or advice on allelements of the safety program such as ergonomics, working at heights, confinedspace, lockout tagout, working alone, hazardous materials such as asbestosetc., including maintenance of the program documents, safe work procedures and guidelines

  • Conducts field reviews of work methods of theM&CPF team to ensure adherence to established safety standards

Contractor Safety Management Coordination

  • Support the coordination of the contractorsafety management program to ensure contractor compliance on behalf of theM&CPF department

  • Work with third-party consultants supportingaudits and safety inspections, as required

Safety Management Systems

  • Act as a system administrator inadministering the safety management technology system to track reporting,incident management and action tracking of safety reporting

  • Provide training and lead the continuousimprovement of safety management systems to the M&CPF department

Incident Management

  • Coordinate and conduct accident and incidentinvestigations, including ensuring appropriate documentation is accuratelycompleted, submitted and action items are implemented in a timely manner

  • Identify workable solutions or correctiveactions to try and prevent future incident occurrences and work with leaders toensure identified actions are tracked to completion

  • Coordinate and maintain annual reportingmetrics and requirements for the OH&S program

Emergency Management

  • Assist with planning and coordination ofregular M&CPF and related stakeholder emergency drills and exercises

What youbring:

Completion of a two-year full-time diploma in occupational health and safety or another acceptable discipline from a recognized educational institution, along with a minimum of 3 years of occupational health and safety experience, including:

  • conducting formal risk identification,assessment and control elements, and implementation of a hazard preventionprogram

  • experience working with and leading healthand safety programs with tradespeople

  • practical experience in addressing safetyissues and concerns

  • contractor safety management programcoordination

  • implementing and maintaining safetytechnology systems

  • conducting training and providingpresentations to large number of cross-functional groups

General occupational health and safety knowledge including working knowledge of the Canada Labour Code and WorkSafeBC Acts and regulations are required. Proficiency in Word suite, and Sharepoint or similar, is required. Possession of or working towards a CRSP (Canadian Registered Safety Professional) certification or equivalent is considered an asset. Formal project management experience is considered an asset.

Location: Vancouver, Canada

Job type: Bargaining Unit, Full-Time, Permanent, On-site

Working environment: Normal office conditions with frequent exposure to construction sites, mechanical and electrical rooms, and adverse weather conditions on operating terminals, roadways, rail yards, marine assets, and a variety of industrial and commercial sites.

Marine TransportationSecurity Clearance

This position is required to access restricted areas/information. The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as defined by the Marine Transportation Security Regulations.
