Job Responsibilities:

Maintain the SBEAP web-based knowledge clearinghouse - create and update fact sheets and other informational materials, provide relevant forms, provide relevant references, FAQs, and curate information from other sources.

Provide registration and permitting assistance - lead a team of 1-2 technical NYSP2I resources to provide assistance to NY small businesses, including:

  • Answer questions via the program toll free telephone line and respond to email inquiries;

  • Develop tools (e.g. emissions inventory spreadsheets to determine which type of permit is required) for use by small businesses;

  • Conduct company site visits to understand the processes and equipment that a small business uses to make a product or provide a service and work with the company to identify and quantify all the air contaminants emitted by the facility;

  • Conduct secondary research to identify suitable emission control technologies;

  • Identify potential opportunities for reducing emissions through pollution prevention techniques, materials substitution or process modifications;

  • Oversee the work of outside permitting expert contractors as needed.

Conduct outreach and education:

  • Build and maintain relationships with relevant trade organizations and other groups to provide industry-specific training and informational webinars, as well as outreach to reach small businesses who may benefit from the SBEAP.

  • Develop training content and identify and secure outside subject matter experts to deliver training as needed.

Track and report program activities and progress - Maintain confidential records and a database of company inquiries and assistance. Write an annual report of activities and statistics for the SBEAP. Provide insights to the State that may be helpful to inform rules, policies and guidelines potentially impacting small businesses. Conduct quarterly meetings to provide the program status.

Manage the program budget with support from NYSP2I finance staff.

Serve as main liaison with the NYS program sponsor and collaborate with the NYS Small Business Environmental Ombudsman (SBEO) program team.

Provide mentorship to junior technical staff; assign tasks and assess needs for internal subject matter capacity building.

Stay abreast of changes to air emissions regulations; relevant trends, and relevant industrial best practice.

Required Qualifications:

This position requires:

  • Bachelor's or Master's degree in Chemical Engineering, Process/Industrial Engineering, Environmental Engineering, or Safety Engineering, Industrial Hygiene or related field.

Qualified candidates will have either:

  • an advanced degree and a minimum of 8 years of environmental engineering experience with at least 5 years of experience in air emissions compliance in a consulting, regulatory or manufacturing environmentORa B.S. degree will be considered with a minimum of 10 years of environmental engineering experience including at least 5 years of experience in air emissions compliance in a consulting, regulatory or manufacturing environment.

  • A combination of academic training in air regulations and experience may also be considered.

  • Strong working knowledge of New York State air regulations and working knowledge of federal regulations, particularly MACT/NESHAP; must have air regulatory compliance reporting experience;

  • Solid understanding of industrial processes and equipment used by small businesses in various sectors, and the ability to identify and quantify the air contaminants emitted by the facility;

  • Ability to perform air emissions calculations using emission factors or mass balance procedures and experience with air quality modeling, including standard USEPA-approved models and protocols. Understanding of AERSCREEN, AERMOD.

  • Ability to interact directly with state and local officials on clients' behalf, as needed, and assist with client responses to inquiries from state and federal agencies;

  • Strong attention to detail with excellent analytical and critical thinking capabilities;

  • Strong written and verbal communication skills, problem solving and organizational skills;

  • Proficient with Microsoft Office suite with excellent skills in the development and use of Excel spreadsheets to perform calculations and organize data;

  • Ability to work efficiently in a team environment while also being able to work autonomously to successfully perform the required duties with minimal direct supervision;

  • Ability to travel up to 20% to provide assistance and support to NYS businesses.

Preferred Qualifications:

  • Master's degree

  • Air emissions compliance experience in multiple industrial sectors

  • EHS leadership experience

  • Team leadership or direct supervisory experience

Job Summary:

The NYS Pollution Prevention Institute (NYSP2I) at the Golisano Institute for Sustainability at Rochester Institute of Technology is seeking a Senior Environmental Engineer to lead the NYS Small Business Environmental Assistance Program (SBEAP). This position will help eligible small businesses in their efforts to comply with state and federal regulations by providing information and guidance regarding applicable air emissions regulations as well as source identification and quantification of air contaminants emitted by their facility. Reporting to the NYSP2I Director and working with the NYSP2I team, the Senior Environmental Engineer will provide expertise in state and federal air emissions regulations and how the regulations apply to each facility and business. In addition, this position will provide guidance on the completion of required air permitting forms, evaluation of emission control technologies, and identification of potential pollution prevention opportunities. This position will ensure relevant information is made available to small businesses across NYS and will develop strategies to assist as many businesses as possible across all affected industries, which may include preparing and updating fact sheets, developing calculation tools, calculating emissions, presenting at stakeholder events and developing and delivering training.
