Brief Position Overview

The MilTech Project Engineer I will assist in managing the project aspects of multiple Department of Defense ( DOD ) R&D efforts, working between industry and the DOD to deliver results that make a real difference to the warfighter. Key elements to this role will include effective project task, cost, and schedule management, communication and coordination throughout project lifecycles, management of third-party resources, and coordination of procurement of goods and services.

General Statement

MilTech is a DOD and DHS Partnership Intermediary with the mission to accelerate the transition of new technology to the U.S. government. See http://www.montana.edu/miltech/ for further information.

Duties and Responsibilities

The MilTech Project Engineer I will liaise with MilTech staff, government customers, and industry partners to satisfy project and customer requirements, ensuring timely and successful execution of assigned technology transition projects and deliverables. Duties will include, but are not limited to, the following:

  • Manage and monitor assigned project tasks to ensure milestones and deliverables are met.

  • Coordinate with the MilTech technical and operations teams, government customers, and industry partners to effectively meet the cost, schedule and performance requirements of each project.

  • Communicate proactively and effectively with internal and external stakeholders.

  • Execute short- and long-term strategies of the Project Lead including identifying, engaging, and managing industry partners and subject matter experts.

  • Monitor all assigned projects and execute on tasks from start to finish to ensure accuracy, proper resource allocation, and quality.

  • Develop and maintain knowledge of State of Montana, Montana State University, MilTech, and DOD procurement and operating policies and guidelines to ensure compliance.

  • Travel to support projects as needed, working with customer and industry partners, ensuring the project is meeting cost, schedule, and performance requirements.

  • Comply at all times with the MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls. Both agreements will be signed by each employee and will remain in effect for the duration of MilTech employment.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Must be able to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ), as needed for role.

  • Demonstrated project management experience and skills including the following:

  • Project management techniques

  • Identification, coordination, and management of resources

  • Presentation of project status and other critical communications to stakeholders

  • Demonstrated experience multitasking and working on multiple projects simultaneously.

  • Bachelor’s degree in Industrial and Management Engineering, or Business Management, or an equivalent combination of education and experience.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Prior project management experience with DOD - and/or R&D-focused projects.

  • Knowledge / experience with DOD and/or DHS programs.

  • Experience with technology transition and transitioning commercial technologies for military use.

  • Possess the ability to quickly identify problems and formulate possible solutions.

    Position Special Requirements/Additional Information

    This position is contingent upon continued grant funding.A remote work location may be agreed upon, depending on experience, facility (such as office location), location suitability to meet mission requirements, and other factors.

This position may require the ability to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ), and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.

Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3).

This position requires ability to travel via all modes of transport when necessary to interact with DOD and/or DHS customers, including travel throughout the Continental United States as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
